360 wanted persons fall in July operations

DAVAO CITY -- The Police Regional Office (PRO) 11 arrested 360 fugitives facing different criminal offenses across the region in the month of July 2019.

PRO 11 Regional Director Brigadier General Marcelo Morales said the month-long operations of the Intelligence Operatives and Warrant Section personnel resulted in the arrest of 296 wanted persons and 64 most wanted persons.

The Davao City Police Office (DCPO) topped with the most numbers of arrested fugitives with 143, followed by Davao del Norte Police Provincial Office with 57, Compostela Valley Police Provincial Office with 54, Davao del Sur Provincial Office with 46, Davao Oriental Police with 42, and Davao Occidental with 18.

Morales said one of the most wanted persons arrested was Ronnie Dumasig Campaner, who he said was “a known commanding officer of Guerilla Front 2, Southern Mindanao Regional Command and National Most Wanted Person of the Armed Forces of the Philippines.”

Campaner, 51, was arrested on July 12 in his residence in Purok Lauan, Barangay Poblacion, King King, Pantukan, Compostela Valley Province.

Morales said police were also able to arrest Richard Gulfan Orayan, 43, a member of the Pepino kidnap-for-ransom gang who served as abductor, guard, and tipster.

Morales said Orayan was involved in the kidnapping of Enrique Carlos in October 2005, Anton Yang Jr. in February 2006, Santos Nang in April 2006, Josuha Ferias in January 2006, Jasmin Perez in December 2006, Kenneth Mark Jade Reyes in November 2006, and Reynaldo Santillan in December 2008.

Orayan was arrested on July 18 in Purok 1, Santo Niño, Talaingod, Davao del Norte.

Also arrested was the most wanted man in Monkayo, Compostela Valley Province who was accused of repeatedly raping his own 14-year-old daughter.

Morales lauded the region’s police stations for the arrests and encouraged all station commanders to push their efforts to arrest the remaining wanted persons.
