50 erring Davao cops to undergo retraining

DAVAO CITY -- In a bid to cleanse its ranks and scalawags, the Police Regional Office (PRO) 11 is opening any time soon a 30- day refresher training for police officers facing various administrative cases.

PRO 11 spokesperson Police Major Jason Baria said the refresher training will include not just police officers facing administrative cases but even those with light offenses such as texting while on duty, non-wearing of proper uniform, tardiness, and discourtesy.

He said in Region 11, around 50 police officers will be undergoing the training, which will commence as soon as these personnel comply with the needed documents

Baria, however, emphasized that the refresher training, dubbed Focused Reformation, Reorientation, and Moral Enhancement for Police Officers in Line with Internal Cleansing Efforts (Form Police),  is “not a punishment but it is part of disciplinary actions.”

He said police officers facing administrative case with criminal charges are set to go to the PNP Training Service-School for Values and Leadership at the Subic Bay Freeport.

Philippine National Police (PNP) chief director general Oscar Albayalde had previously announced that more than 5,000 police officers nationwide are facing different administrative cases.

Baria told MDM that despite the intensified internal cleansing program of the PNP chief, some officers still manage to taint the image of the police organization.

Based on the data of PRO 11 from January 2018 up to July 2019, a total of 351 police officers were dismissed and demoted while some face suspension.

Of the number, 34 have been discharged from police service, four demoted, 71 suspended, 22 reprimanded, and 163 exonerated.

The remaining 57 cases were dismissed.

The cases involved grave misconduct, neglect of duty, irregularity, grave dishonesty, conduct unbecoming of an officer, and negligence of duty.

Baria said 69 administrative cases are still pending for resolution by PRO 11’s Regional Internal Affairs Service (RIAS).

He said on the first day of the training, PRO 11 director Police Brigadier General Marcelo Morales will give a lecture to the officers.

The police officers will also go through physical training while they are on training period.
