City Hall plans to use ATM cards to record attendance

DAVAO CITY -- The city government’s Human Resource Management Office (HRMO) is now looking to implement an ATM card system that will serve as the attendance record of city employees.

HRMO head Lemuel Ortonio said under the Automated Payroll System (APS), the employees will be using their Landbank of the Philippines Automated Teller Machine (ATM) card as the employees’ attendance.

In an interview, Ortonio explained that the ATM cards will be used to tap the APS to register the presence of the employees for their attendance.

“Through this, we can avoid the common practice of some employees to pawn their ATM cards,” he said.

Ortonio said his office has received information that some government employees no longer receive their salaries because they have already pawned their ATM cards to loan sharks.

He said the HRMO is looking for ways to avoid the common practice and to ensure that the fruits of the hard work of the employees will go to their own pockets.

“Every December, we ensure that the bonuses of the employees will be given in cash, because some do not have their ATMs anymore,” Ortonio said.

Aside from these, the HRMO also conducts financial literacy trainings every now and then to educate employees on how to handle their finances.

Ortonio said for now the APS is still operational but employees are starting to change their ATM card into an ID-like card that contains their basic information and photograph.
