Councilor pushes creation of new congressional districts for Davao City

DAVAO CITY -- Councilor Danilo Dayanghirang has proposed the further division of the city’s three congressional districts to make way for one or more districts as the population continues to grow.

In his privilege speech during last Tuesday’s regular City Council session, Dayanghirang noted that there have been previous proposals for the creation of more congressional districts “but it is still subject to the approval of the higher ups."

Dayanghirang said as soon as gets the nod of Mayor Sara Duterte, the three congressmen of the three districts, and President Rodrigo Duterte, he will push for the lobbying of the creation of more districts.

Under the Constitution, a highly urbanized city needs a population of 250,000 to create a new district. According to the Philippine Statistics Authority (PSA), the population of Davao City has reached 1.633 million as of its 2015 Census of Population.

"We have been qualified for this. We can even have six districts if we want," Dayanghirang said.

He said the creation of new districts will boost the city’s economy since each member of Congress will have a budget for its constituents that will be used for projects that will be used for the people’s benefit.

Majority Floor Leader J. Melchor Quitain said he fully supports Dayanghirang’s proposal since it will benefit the Davaoeños.

“I guess there will be more benefits that people can get if there will be more districts compared to the existing districts,” Quitain said.

But he also said the Council also needs to consider the city government’s budget before it decides to push for the creation of new districts.

“It will entail additional budget because there will be additional people who will be employed and all those have budget considerations,” Quitain said.
