NPA couple in cop’s kidnap arrested

DAVAO CITY -- A composite team from the Davao Oriental Police Office and the Army’s 28th Infantry Battalion (IB) on Monday captured a couple who are members of the Communist Party of the Philippines-New People’s Army (CPP-NPA) in Lupon, Davao Oriental.

Police Regional Office (PRO) 11 director Brigadier General Marcelo Morales identified the alleged NPA members as Ricardo Robal Bisaya, Alias “Jonas,” 26, a resident of Purok New Cebu, Barangay Limot, Tarragona, Davao Oriental; and Lovely Jane Biligay Seroño, Alias “Jamaica” 22, a resident of Purok Baktinan, Barangay Don Mariano Marcos, Lupon, Davao Oriental.

Morales said the two were arrested during law enforcement operations at around 8 a.m. on October 7, 2019 in Sitio Camarine, Barangay Napnapan, Pantukan, Compostela Valley Province. 

According to Morales, Bisaya had pending warrant of arrest for kidnapping issued by Judge Emilio Dayanghirang III of Regional Trial Court, Branch 32, 11th Judicial Region in Lupon, Davao Oriental with no bail bond recommended.

Morales said Bisaya was responsible for kidnapping Police Senior Master Sergeant George Rupinta on June 9, 2017.

Aside from the kidnapping case, Bisaya also has a pending warrant of arrest for robbery with P100,000 bail recommended and homicide with P120,000 bail recommended. 

Morales said Bisaya’s partner was also arrested through a warrant of arrest for homicide.

The suspects are now in the custody of Lupon Municipal Police Station for documentation.

Morales encouraged other rebels to go back to society and those with warrants to surrender peacefully.

"With the joint effort of the AFP-PNP, the long arm of the law has finally reached these criminals. For the NPA remnants, we are doing this because we wish to see our country free from fear, violence, and extremism. We ask you to go down and surrender and give peace a chance so that you can go back to your respective families happily and peacefully especially that the yuletide season is approaching," he said.
